    Kevin O'Hara

    Vice President of Urban and Government Affairs, National Recreation and Park Association

    Kevin oversees NRPA's Federal Advocacy efforts and leads NRPA's engagement with urban directors and agencies. Previously, O'Hara was Manager of Government Affairs for the American Society of Landscape Architects where he oversaw advocacy efforts on urban parks, green infrastructure, children's access to nature and more. O'Hara also worked for a non-profit in the higher education finance sector where he led advocacy and college access initiatives. O'Hara earned a B.A. Political Science from the University of Wisconsin-Madison, and a Masters in Urban and Regional Planning from the University of Minnesota's Hubert H. Humphrey School of Public Affairs. O'Hara and his wife Meaghan are residents of the Adams Morgan neighborhood in the District of Columbia, where they overlook the lovely Kalorama Park. His free time pursuits include hiking, travel, and good food.

    Jayni Rassmussen

    Advocacy & Outreach Manager, National Recreation and Park Association

    Jayni Rasmussen is the Advocacy and Outreach Manager for the National Recreation and Park Association. She manages the Public Policy's team's advocacy initiatives, including the Park Champion campaign. Prior to NRPA, Jayni worked at Ocean Conservancy, where she coordinated advocacy and outreach efforts both on Capitol Hill and on the ground to garner support for ocean health policy. Jayni is a graduate of Kent State University, where she received her B.A. in Political Science.

    Kyle Simpson

    Senior Government Affairs Manager, National Recreation and Park Association

    Kyle Simpson joined NRPA in December 2017 and is heading up our public policy work on conservation, including infrastructure, Land and Water Conservation Fund, and resiliency. Kyle comes to NRPA after nearly 10 years on Capitol Hill, most recently having worked for Senator Claire McCaskill of Missouri.

    Kate Clabaugh

    Senior Government Affairs Manager, National Recreation and Park Association

    Kate Clabaugh joined NRPA in May 2017 and manages our advocacy work related to health and wellness policy priorities, including nutrition, healthcare, and education. Kate previously worked for the national anti-hunger organization, the Food Research and Action Center, working with Congress to protect and expand access to the federal nutrition programs.

The presenters will highlight economic activity and job creations resulting from the operations and capital spending of America’s local park and recreation agencies, including a review of the states where activity is the greatest. Further discussion will center on the additional ways that parks and recreation drives economic activity and how parks and recreation professionals and advocates can use these findings to support greater and more stable funding for their agencies.

    Vice President of Research and Professional Development, National Recreation and Park Association

    Kevin leads NRPA's collection and dissemination of data and insights for the park and recreation field. This includes setting NRPA's research agenda with 2 primary areas of focus: collection of performance benchmarks and development of key insights that make the case for increased funding support of park and recreation agencies through the lens of NRPA's three pillars: Conservation, Health and Wellness, and Social Equity.

    Kevin A. Roth joined NRPA in 2015 as Vice President of Research. Kevin leads the research team in its mission to create valuable data and insights for NRPA members and to support NRPA's strategic goals and tactics.

    Kevin has served in research functions in the nonprofit association space for two decades, including leading research at the Association for Financial Professionals for 13 years and running survey research activities at the National Association of Realtors for four years. Kevin has a PhD in Economics from George Washington University and a BA in Economics from St. Mary's College of Maryland.

    Terry Clower, PhD

    Northern Virginia Chair, Professor of Public Policy, Center for Regional Analysis, George Mason University

    Terry L. Clower is Northern Virginia Chair and Professor of Public Policy at George Mason University. He is also director of GMU’s Center for Regional Analysis. The Center provides economic and public policy research services to sponsors in the private, non-profit and public sectors. Prior to joining GMU, he was director for the Center for Economic Development and Research at the University of North Texas. Dr. Clower also spent 10 years employed in private industry in logistics and transportation management positions.

    Mark White, PhD

    Deputy Director-Center for Regional Analysis, George Mason University Schar School of Policy and Government

    Dr. White is the Deputy Director of the Center for Regional Analysis at George Mason University. Dr. White joined the Center in January 2016. He is currently serving as project lead on the creation of the Economic Growth and Diversification Plan for Region 7 (NOVA) in the GO Virginia initiative. Prior to joining the Center for Regional Analysis, Dr. White was the Vice President for Research at the Center for Regional Economic Competitiveness (CREC) in Arlington, VA.

    During his 11 years at CREC, Dr. White managed a wide variety of economic and workforce development research and technical assistance projects across the United States and Canada. These projects include numerous industry cluster and value-chain analyses in Hawaii, Illinois, North Carolina, and Pennsylvania. He also facilitated economic and workforce development planning initiatives in regions in North Carolina, Iowa, Texas and Ontario. He also supported the Georgia Governor's Office of Workforce Development's Work Ready Regions Initiative for four years by providing labor market information used to inform and shape regional workforce strategies. Dr. White’s training activities include developing and delivering curriculum related to data-driven, strategic planning for the US Economic Development Administration and the Economic Developers Council of Ontario.

    Lesha Spencer-Brown

    Program Manager, National Recreation and Park Association

    Lesha Spencer-Brown is a Health and Wellness Program Manager at the National Recreation and Park Association (NRPA), working to improve the health and wellness of older adults through parks and recreation for the past year. She currently manages NRPA's Health Aging in Parks initiative that aims to increase physical activity opportunities for older adults, primarily through dissemination of evidence-based programs, community and social engagement opportunities and built environment enhancements that support active lifestyles among older adults. Lesha received her Master of Public Health (MPH) in Community and Family Health- Socio-Health Sciences from the University of South Florida, and has over 8 years of experience in the field of public health, specifically in health promotion, disease prevention and social determinants of health. 

    Marla Collum

    Senior Manager of Programs, National Recreation and Park Association

    Marla Collum  works closely with park and recreation agencies administering NRPA’s initiatives and grant programs. Marla serves as a primary point of contact for applicants and grantees throughout the grant process on several programs, offering assistance, advice and best practices to park and recreation agencies. Prior to joining NRPA in 2013, Marla was Grants Manager at the National Trust for Historic Preservation and served as the Historic Review Officer of the City of Detroit Planning and Development Department from 1998-2008. Marla has a Bachelor of Arts degree in Psychology from the University of Michigan and a Master of Science Degree in Historic Preservation Planning from Eastern Michigan University.

    Kim Brasher

    Healthy St. Pete Coordinator / City of St. Petersburg Parks & Recreation Department

    Kim is responsible for the development and implementation of the Healthy St. Pete initiative, a citywide initiative launched by the deputy mayor to improve community health outcomes within the City of St. Petersburg. Kim has been employed with the City of St. Petersburg for 19 years and has diverse experience in the areas of special event planning, grants management, facilities management, and wellness program development. Kim was awarded her certification as a Certified Workplace Wellness Specialist (CWWS) by the National Wellness Institute in 2012 and is a member of the Healthy Pinellas Consortium, John Hopkin’s All Children’s Hospital Unified Health Solutions Committee, and City of St. Petersburg Health, Energy, Resiliency, and Sustainability Committee. Kim is a sports and outdoor enthusiast having played both collegiate volleyball and softball and continues to stay active participating in local charity runs, camping, and kayaking throughout the state.

    Dr. Billy J. Willis

    Executive Director, Tunica County Parks & Recreation

    Dr. Willis has served as the director of Parks & Recreation in Tunica County, Mississippi, since 1994. As director, Dr. Willis developed a diversified department and implemented innovative programs in the areas of recreation, cultural arts, senior citizens, aquatics, mentoring, youth development, Boys & Girls Clubs and health and wellness for the citizens of Tunica County. Dr. Willis envisioned developing a department that focuses on building healthy minds, bodies and spirits for the citizens of Tunica County through collaboration with organizations to enhance community relations throughout Tunica County. These collaborations have yielded initiatives such as afterschool enrichment to youth in a safe and secure environment; outreach Mentoring Program; a variety of health promotions and disease prevention programs; and youth and adult health and wellness education programs.

    Rich worked 30 years in parks, outdoor recreation, and natural resource management at the local and state level in Maryland before coming to NRPA. His recent work includes leading NRPA's Parks Build Community initiative, coordinating the Parks for Mitigation demonstration projects, and working with the National Wildlife Federation to connect 10 million kids to nature and the outdoors over the next three years. Rich represents NRPA on a number of coalitions and advisory groups including the Sustainable Urban Forestry Coalition, the steering committee for Natural Play and Learning Area guidelines, and the Sustainable Sites Initiative (SITES).

    Rich is a frequent contributor to NRPA's Parks and Recreation Magazine, and has written numerous articles on parks and natural resources in publications including The Washington Post and National Geographic Magazine.

    Ken Smith

    Principal, Ken Smith Design Workshop

    Ken Smith is one of the best-known of a generation of landscape architects equally at home in the worlds of art, architecture, and urbanism. Trained in both design and the fine arts, he explores the relationship between art, contemporary culture, and landscape. His practice, Ken Smith Workshop, was established in 1992 and is based in New York City.

    Inés Palacios, Ph.D.

    Director of Recreation: Programs, Partnerships, & Professional Development

    Inés is responsible for promoting the value of recreation for people of all ages and abilities. She provides continuing educational opportunities, professional development, and research that supports recreation and play while generating partnerships and alliances in the field. She joined the PlayCore team in August 2013 after obtaining her PhD in Parks, Recreation and Tourism from NC State University. Before joining PlayCore, she was an instructor at NC State University in the Parks, Recreation and Tourism Management Department. In addition, she has experience in event planning, program management, research, and national presentations.

    Michael is a Certified Parks and Recreation Professional and Aquatic Facility Operator

    with 15 years of experience in municipal parks and recreation administration, park
    maintenance operations, recreation programming, marketing, event management,
    and operational reorganization and repurposing. Throughout his career, Michael has
    placed an increased focus on policy and procedure development, multijurisdictional
    cooperative agreements, program revenue creation, and community recreation
    programming, specifically in the areas of athletics, environmental education,
    and outdoor recreation. Michael also has experience working with local and state
    volunteer boards and commissions, including the Virginia Recreation and Park Society.
    In 2011, Michael was recognized by the National Recreation and Park Association

    Director of Outdoor Branding, Roanoke Regional Partnership

    Pete Eshelman is an outdoors guy. He developed roanokeoutside.com, founded the Blue Ridge Marathon – America’s Toughest Road MarathonHill Week, and the GO Outside Festival to help build brand recognition for outdoor recreation and increase recognition of the region as a place to live, work, and invest. His work has changed the region’s community narrative to one that places a high value on the outdoors.

    Andy Shapiro heads the firm's location advisory practice from its San Francisco Bay Area office, helping clients translate their business objectives and strategic vision into rational, balanced location decisions.     Amy Phuong

    Commissioner, City of Atlanta Department of Parks and Recreation

    Commissioner Phuong joined the City of Atlanta in 2010. Prior to her appointment as Commissioner in 2015, Amy served as Chief Service Officer for the City. As a double-graduate of Georgia Tech, Amy received her Masters in Business Administration, with a concentration in Technology, and Bachelors of Science in International Affairs, with Honors, and a Minor in Economics. 

    Under Commissioner Phuong's leadership, the City of Atlanta Department of Parks and Recreation has initiated numerous generational projects, including the Westside Park at Bellwood Quarry, Rodney Cook Sr. Park, the Piedmont Park Expansion, the Grant Park Gateway Project, and the recently completed Martin Luther King, Jr. Recreation and Aquatic Center.

    Mark Banta

    President and CEO, Piedmont Park Conservancy

    As the President and CEO, Mark Banta provides strategic direction and leadership for the charitable nonprofit to reach its vision of making Piedmont Park a world class park. He leads the effort to enhance the Park through robust amenities, raising funds, and strengthening daily programs and operations.

      Prior to his role at Piedmont Park, Banta launched Klyde Warren Park as president of the Woodall Rogers Park Foundation and served as the general manager of Centennial Olympic Park.

    Michael Halicki

    Executive Director, Park Pride

    Michael joined Park Pride in 2013 as Executive Director, managing staff and programs, supporting the board, and leading fundraising, public relations, and program development efforts. He joined Park Pride from Southface, where he served as the organization’s first Chief Operating Officer. Michael has also held senior roles for nonprofits the Clean Air Campaign and the Georgia Conservancy. He earned his graduate degree in nonprofit management from Georgia State’s Andrew Young School of Policy Studies. He is a graduate of the Regional Leadership Institute and the Institute for Georgia Environmental Leadership, and was named among the "50 Influential Nonprofit Leaders" by the Atlanta Business Chronicle in 2016 and 2017.

    Nick Pirelli

    Professor, Bridgewater State University

    Nick Pirelli is a professional educator and community leader who helps individuals and organizations discover their potential. He serves as a professor in both the Communications and Leisure Studies departments at Bridgewater State University.   He has held positions as a Campus Recreation Director, Deputy Director of Parks and Recreation, and mostly recently as Assistant Dean at Mount Ida College.  While as Deputy Director of Parks and Recreation for the Town of Canton, Nick served as Chairman of the Canton Alliance Against Substance Abuse.  He is a Certified Park and Recreation Professional and a Certified Emergency Manager. He is a member of the Association for Experiential Education and serves on the executive board of the Massachusetts Recreation and Park Association.  Nick holds a Master’s degree in Management, as well as a Bachelor’s degree in Organizational Communication, which were both obtained from Bridgewater State University. 

    Shelly Strasser

    Director, West Allis-West Milwaukee Recreation and Community Services Department

    Shelly Strasser is the Director for the West Allis-West Milwaukee Recreation and Community Services Department located in the Milwaukee area in Wisconsin.  Their community has been affected by the Heroin and Opioid Crisis and has taken an active role in the community and with department staff, to implement strategies of support.  

    'Kinzie Lee

    Lead for Strategic Partnerships, National Center for Injury Prevention and Control’s Office of Policy and Partnerships

    Commander Shannon (‘Kinzie) Lee, MPH serves in the National Center for Injury Prevention and Control’s Office of Policy and Partnerships as the Center’s Lead for Strategic Partnerships. She received a B.S. degree in Biology from Truman State University at Kirksville, Missouri and a MPH from the University of Tennessee-Knoxville.

    Commander Lee has 15 years of experience in public health, beginning her career in occupational health, food inspection and disease prevention as a Public Health Officer in the Air Force at Offutt Air Force Base (AFB), Nebraska and Edwards AFB, California. She originally joined the CDC in the Office of the Director’s Division of Issues Management and Executive Secretariat and moved to the National Center on Birth Defects and Developmental Disabilities (NCBDDD) in 2010. The last three years she served as the Deputy, Associate Director for Policy for NCBDDD. 

    ‘Kinzie excels in amplifying organizational processes—in her ten years at CDC she has re-designed/designed not only center-wide systems, but agency wide systems. She also has a strong background in strategic partnership development and engagement planning, gained from years of congressional and partner interactions. In an effort to continue to grow her personal interest in developing leaders and serving others she often uses human-centered design methods to help others develop solutions that both serve people and creatively accomplish goals.

    Kevin O'Hara

    Vice President of Urban and Government Affairs, National Recreation and Park Association

    Kevin oversees NRPA's Federal Advocacy efforts and leads NRPA's engagement with urban directors and agencies. Previously, O'Hara was Manager of Government Affairs for the American Society of Landscape Architects where he oversaw advocacy efforts on urban parks, green infrastructure, children's access to nature and more. O'Hara also worked for a non-profit in the higher education finance sector where he led advocacy and college access initiatives. O'Hara earned a B.A. Political Science from the University of Wisconsin-Madison, and a Masters in Urban and Regional Planning from the University of Minnesota's Hubert H. Humphrey School of Public Affairs. O'Hara and his wife Meaghan are residents of the Adams Morgan neighborhood in the District of Columbia, where they overlook the lovely Kalorama Park. His free time pursuits include hiking, travel, and good food.

    Dee Frankfourth

    Associate National Director Conservation Finance, The Trust for Public Land

    Ms. Frankfourth joined TPL in June 2007 as the Associate National Director of Conservation Finance, working in the 13 Western states. She advises local and state governments throughout the West on how to design, pass and implement legislative initiatives and electoral measures that create funding for land and water conservation. In this capacity, she has worked in dozens of jurisdictions creating over $1.75 billion.
    A veteran political strategist and campaign manager, Ms. Frankfourth has been involved in the development and implementation of public policy for more than 25 years at the local, state, and federal levels through the executive and legislative and political arenas.
    Originally from Alaska, she has crafted strategies for and managed congressional and ballot measure campaigns throughout the Northwest. She has also served as communications director for the Mayor of Anchorage, Alaska Commissioner of Natural Resources, and a four-term US Senator from California.

    Kevin Roth, PhD

    Vice President of Research and Professional Development, National Recreation and Park Association

    Kevin leads NRPA's collection and dissemination of data and insights for the park and recreation field. This includes setting NRPA's research agenda with 2 primary areas of focus: collection of performance benchmarks and development of key insights that make the case for increased funding support of park and recreation agencies through the lens of NRPA's three pillars: Conservation, Health and Wellness, and Social Equity.

    Kevin A. Roth joined NRPA in 2015 as Vice President of Research. Kevin leads the research team in its mission to create valuable data and insights for NRPA members and to support NRPA's strategic goals and tactics.

    Kevin has served in research functions in the nonprofit association space for two decades, including leading research at the Association for Financial Professionals for 13 years and running survey research activities at the National Association of Realtors for four years. Kevin has a PhD in Economics from George Washington University and a BA in Economics from St. Mary's College of Maryland.

    Melissa May

    Senior Research Manager, National Recreation and Park Association

    Melissa came to the NRPA research team in 2015 with a background in environmental planning, GIS, and flood plain analysis. At NRPA, Melissa helps with producing surveys and reports, as well as, creating interactive graphics that accompany all studies and poll results, including the annual Field Report, NRPA Park Pulse, and the Americans' Engagement with Parks Survey.


    Kevin Brady

    Senior Evaluation Manager, National Recreation and Park Association

    Kevin is in charge of measuring the quality and impact of NRPA’s programs aiming to strengthen conservation, community health, and social equity nationwide.

    With 10 years of experience evaluating nonprofit programs in the D.C. area, Kevin is a member of the American Evaluation Association, holds a Masters of Public Administration from Virginia Tech, and a B.A. in Public Policy from Syracuse University.  Prior to working at NRPA, Kevin led evaluation for the Partnership for Public Service. He also served as a Peace Corps volunteer in Mongolia and worked on the Hurricane Katrina recovery effort in and around New Orleans. 

    Daniel Espada

    Research Analyst, National Recreation and Park Association

    Daniel Espada is a Research Analyst with the National Recreation and Park Association. He received his Master's degree in GIS from the University of Maryland, Baltimore County and has been with NRPA since 2012 working with the research team on various projects including enhancements to the PRORAGIS system. PRORAGIS is an online database designed to assist park and recreation professionals in the effective management and planning of their resources and facilities. Mr. Espada's technical experience extends from performing spatial analysis, managing geodatabases, and maintaining and editing geospatial data. His research interests include demographic, transportation, and sustainability mapping
