During this overview of the five steps in the CAPRA accreditation process, you will learn about the role your mentor will play and the different aspects of your role as the accreditation manager. Find out why it’s important to get several members of your agency involved and how to structure your team(s). Make sure to participate in this webinar since it includes an overview of the key documents required as part of your self-assessment and is a prerequisite for Parts 3 - 7 of the CAPRA webinar series.

Troy Houtman, CPRE

Director of Park and Recreation | City of Wichita, P&R Department

Troy Houtman is the City of Wichita Park & Recreation Director and started in November of 2014. Troy brings over 30 years of experience to the job with previous working locations at the City of San Antonio and the City of Austin.  His background includes working in many areas of Parks and Recreation to include aquatics, youth and adult sports, golf, park maintenance, CIP projects, and general recreation programming.  Specifically, the depth of his experience involves development of partnerships, contract development, park development, budget management and employee development.

Troy has attended the National Recreation & Parks Association Directors School and holds a certificate as a Certified Public Manager from the state of Texas and Certified Parks and Recreation Executive from the National Recreation & Parks Association and is a member of the American Academy for Park & Recreation Administration. In 2016 his agency, Wichita Park & Recreation Department became one of 172 CAPRA accredited agencies.  Troy also serves on the CAPRA Commission since 2019.  
    
Several mentors have had a huge impact on Troy’s management style and desire to become a Parks & Recreation Director. These influences have shaped his vision of public service and the passion for delivering quality service to the community.  It is his belief that local government is the most important tool for creating and providing a high quality of life for its citizens. The function of the Park and Recreation Department is to enhance these opportunities and further develop pride in the community. The Park and Recreation Department is the most important department for outreach and cooperation with Wichita residents in order to achieve their vision of what the community should be and what programs should be offered.  

His goals include more exposure for the department, more partnerships, more interaction with the community, more programs offered, upgrades to parks and park amenities.  All of these contribute toward the departmental goal of enhancing the quality of life in Wichita.

​Jennifer G. Schleining

CAPRA Accreditation Manager, National Recreation and Park Association

Jennifer G. Schleining, CAPRA Accreditation Manager for the National Recreation and Park Association, oversees the strategic direction and day to day operations for the CAPRA Accreditation Program including management of the accreditation process for agencies and related educational programming.  She has a Bachelor of Arts degree in Art History with a minor in Classical Studies from the University of North Carolina at Greensboro, a Master of Arts degree in Curatorial Studies and Art in Contemporary Culture from Bard College, Center for Curatorial Studies and a Certificate in Meeting and Event Planning from the University of North Carolina at Charlotte, Continuing Education Department. Prior to NRPA Jennifer served for 5 years as a Credentialing Services Specialist for the American Society of Appraisers.  Prior to that she held various fundraising and development positions for organizations including The Corcoran Gallery of Art, the National Association for Music Education (NAfME), Give a Note Foundation, Tudor Place Historic Home and Garden and The Madeira School.
