Joel Lynch

Chief of State and Local Assistance Programs - National Park Service

Joel Lynch has worked for the National Park Service for over 15 years and currently serves as Chief of State and Local Assistance Programs Division. In this role he administers the Land and Water Conservation Fund State and Local Assistance Program, and others programs that support the creation and protection of close to home recreation opportunities in communities across the United States. Prior to his federal career, Joel taught and conducted research at Michigan State University. Joel holds a Ph.D. in recreation resource management.

NRPAs Director of Government Affairs. Kyle has been with NRPA for nearly 4 years. Prior to that he spent over 10 years on Capitol Hill in a variety of roles.

Elisabeth Fondriest

Chief of the Recreation Grant Programs Branch, National Park Service

Elisabeth Fondriest is the Chief of the Recreation Grant Programs Branch and recently marked her 10-year anniversary of joining the National Park Service’s State and Local Assistance Division. Prior to NPS, she spent 12 years with NOAA’s Office of Ocean and Coastal Resource Management (nka the Office of Coastal Zone Management) where she was a state program officer for the Coastal Zone Management Program and the manager of the Coastal and Estuarine Land Conservation Program. When not at work, she can most frequently be found out on the Anacostia River (Washington, DC’s other river!), where she is a competitive sweep rower and sculler, as well as a rowing coach.
