03/16/2023 at 8:15 PM (EDT)   |  90 minutes The purpose of the year 2 project is to gauge student learning by providing an opportunity to use the material presented in Years 1 and 2 of Revenue Development and Management School to complete a project that addresses a real-life issue affecting the park and recreation profession. Participants will be formed into groups and given team assignments and roles to focus on. Ultimately throughout the week, year 2 students will work together to develop a presentation of their analysis, and recommendation of a solution to a predetermined scenario. The goal of the project is to demonstrate mastery of the concepts taught at Revenue School to a peer-review board and through dialogue and questions of the presenters.

Bill Tschirhart, CPRP

Bill Tschirhart combines a business approach with public sector service helping organizations achieve their financial goals. Bill has worked in both the municipal and park district setting, a career spanning more than 24 years. A certified park and recreation professional and certified government finance manager, Bill is a graduate of the Revenue Development & Management School and the Indiana University Executive Development Program.  An active contributor with the Ohio Parks and Recreation Association since 2003, Bill has served on various committees and the board of directors from 2015 to 2016. Bill also serves as a site visitor for the Commission for Accreditation of Park and Recreation Agencies.  Bill has presented at various state and national conferences, schools and institutes on topics such as cost recovery, pricing, financial management, marketing, and alternative revenue. Bill is currently the Chief of Administration and Treasurer for Five Rivers MetroParks in Dayton, Ohio. He has a bachelor’s degree from the University of Tennessee at Chattanooga and a master’s degree from the University of Dayton.

Lakita Frazier, CPRP (she/her)

Lakita Frazier is a Certified Parks and Recreation Professional with over 25 years of experience in organizational leadership, program development, and capital improvement project management. She served as the Executive Director of the Richland County Recreation Commission from July 2018 until February 2022. Lakita served as the director of parks and recreation for Suffolk, Virginia, from 2003 until 2018. During her tenure in Suffolk, Lakita oversaw the department’s Master Plan Update and led the agency’s initial CAPRA Accreditation. She has been a fellow in the American Academy of Parks and Recreation Administration (AAPRA) since 2020.

She currently serves as the CEO and founder of Women in Parks and Recreation (WIPAR), which is committed to providing a positive platform and space for women in the field to collaborate, connect and support each other. In 2021, WIPAR was established as a federally recognized 501c3 nonprofit organization with an online following of over 11,000. 

Lakita actively teaches and mentors and is committed to professional development and lifelong learning, presenting at local, state, and national conferences. She serves as an instructor and a co-chair of NRPA’s Director’s School and a regent for the Revenue Management Development School. Lakita is the immediate Past President of the National Recreation and Parks Ethnic Minority Society and serves on the American Academy of Parks and Recreation Administrator’s Justice Equity Diversity and Inclusion Committee.  Lakita has been a member of the Board of Directors for the National Recreation and Parks Association since 2020, as well as a GP Red Advisory Committee and on the National Association of Park Foundations Board of Directors

Ryan Hegreness

Ryan Hegreness is a second-generation park and recreation professional, a nationally respected marketing and communication strategist, and a local government consultant. He has worked in five states, serving communities with populations ranging from under 10,000 to nearly 400,000. In 2022, Ryan became the deputy director of business services for the South Suburban Park and Recreation District, Colorado's largest park district. He previously led citywide communication, innovation, and cultural affairs for the City of Westminster, Colorado, where he also served as operations manager for parks, recreation, and libraries. Before moving to Colorado, Ryan was the marketing and enterprise development manager for the City of Arlington, Texas and assistant director at Essex Junction Recreation and Parks in Vermont. Ryan's teams are known for creativity and effectiveness--exceeding revenue expectations, significantly increasing attendance, and outpacing the engagement of local and national peers by 300% in his previous three roles.

André Pichly, M.S., CPRP

Cameron Park Community Services District in Northern California

André Pichly has been a Parks and Recreation professional since 1990. He has held positions of Recreation Supervisor, Recreation Superintendent, Parks & Recreation Director, and is currently the General Manager for the Cameron Park Community Services District in Northern California.  He’s an adjunct faculty member at California State University, Sacramento, in the Recreation, Parks, and Tourism Administration Department since 2003.  He has served on local and state boards for the California Park & Recreation Society (CPRS); is a Certified Park and Recreation Professional (CPRP); is a site visitor for the Commission for the Accreditation of Park and Recreation Agencies (CAPRA), and the Council on Accreditation for Parks, Recreation, Tourism and Related Professions (COAPRT).  He has been on the Board of Regents for Revenue Development & Management School since 2017.

Ryan Davis

City of Miamisburg

Ryan is the Director of Parks and Recreation for the City of Miamisburg. Prior to taking the Director role at Miamisburg, he worked as the Superintendent of Administration and Special Projects with the City of Kettering. Ryan has previously presented at the Ohio Parks and Recreation Association Conference, NRPA Congress and the Great Lakes Parks Training Institute. Ryan is also a board member for the OPRA Foundation and is an active volunteer with the Commission for Accreditation for Parks and Recreation Agencies. Ryan strives to lead individuals and teams to achieve their potential through data, culture, creativity, and perspective. Ryan’s instruction style is engaging and focused, creating space to think differently about routine and ordinarily mundane topics. Ryan strives to allow learners to apply what is being taught with clear methodology based on industry best practices.

Shannon Sorrell

Director of Parks and Recreation

City of Whitehall

Shannon Sorrell serves as Director of Parks and Recreation with the City of Whitehall.  With a background in public parks and recreation, nonprofit operations, accounting and business administration, Shannon is passionate about her role in redeveloping Whitehall’s park amenities and services alongside a great team of staff, administration and city leadership.  She holds CPRE and CPO certifications and completed an Honors Accounting Degree at The Ohio State University as well as a Master’s in Parks, Recreation and Tourism Management from North Carolina State University.  With roots in environmental interpretation, Shannon’s presentation style is energetic and she has spoken at Ohio Parks and Recreation Conferences, NRPA, and serves with American Public Works Association on the Facility and Grounds Committee where she contributes to certification programs and national publications. 

Shannon enjoys all things outdoors - hiking, camping, fishing, sports and exploring with her kids – and making new programs and experiences a possibility for the families of Whitehall.  With the mantra of “go and do good” and the belief “done is more important than perfect”, the team in Whitehall is making a huge impact across the City

Stacy Dicke, CPRP

Parks and Recreation Director

New Braunfels, TX

Stacey Dicke has been the Parks and Recreation Director for the City of New Braunfels since 2004, overseeing 700+ acres of parkland and facilities. The Department received the Texas Recreation and Parks Society’s Distinguished Gold Medal award in 2010 and 2016 and was a National Gold Medal finalist in 2020 and 2021. The Department was accredited by the Commission for Accreditation of Park and Recreation Agencies in 2020. During her tenure in New Braunfels, Stacey has managed over $100 million in capital projects, successfully operated an 18-hole golf course enterprise fund, managed a 74,000 sq’ recreation center at 100%+ cost recovery, and supported a Parks Foundation (501c3) contributing over $20 million in funding for park system support.

After graduating from Texas A&M University in 1989, Stacey went to work for the City of Waco Parks and Recreation and became involved with several professional organizations including the Texas Recreation and Parks Society, National Recreation and Parks Association and Texas Amateur Athletics Federation. After working in Waco for eight years, Stacey went to work for Texas Parks and Wildlife as a grant administrator. In 1998, Stacey was hired by the City of Arlington and spent the next six years working for the Recreation Division of the Parks and Recreation Department. She served as President of TRAPS from 2001-2001. In 2003 she was honored to receive the NRPA Robert Crawford Young Professional Award. Stacey was named to the Texas Recreation and Park Society Hall of Honor in 2015 and inducted into the American Academy for Park and Recreation Administration in 2017. She has served as a member of the Commission for the Accreditation of Park and Recreation Agencies since 2016 and as a regent for the Revenue Development and Management School since 2019.

Todd Sebastian

Todd Sebastian is a results-oriented Parks and Recreation professional with over twenty-five years of progressively responsible experience in public administration.  Managing primary responsibilities that focus on Community Services, Todd demonstrates proficiency in interfacing with professionals of all levels and possesses a profound knowledge in assessing municipal services and general local government operations.   In his current position as Director of Parks, Recreation and Maintenance Services, he provides leadership and administration in the development and accomplishment of goals and objectives in the areas of facilities, streets, right of ways, sidewalk and gutters, street lights, signage, cultural arts, youth and teen services, before and after school care, sports and fitness, adult and senior services, special events, solid waste, recycling and park operations.

A Northern California native, Todd loves his job as a public servant and values the importance of local government.  He is a Certified Parks and Recreation Professional with the National Recreation and Park Association, and currently serves as a Regent for the National Recreation and Park Association Revenue Development and Management School.  He previously held positions on the Board of Directors of the California/Nevada Festivals & Events Association, as a Commissioner for Accreditation of Park and Recreation Agencies visitor, an Adjunct Professor at California State University, Sacramento, College of Health & Human Services within the Department of Recreation, Parks & Tourism Administration, and served on various committees for the California Park & Recreation Society, including conference education, legislative team, administrators section and as a district president. 

In addition to his public service, Todd has a strong entrepreneurial spirt. He has founded businesses within the tourism industry and specializes in organizational efficiency and cost recovery, and most importantly, is a volunteer soccer coach and gymnastics Dad.
