Service and Support Animals in Recreation and Park Facilities

Do you struggle with knowing how to respond when someone tells you their dog is a service or emotional support dog? Do you wonder whether you should take them at their word? Ask them for documentation? Have you received complaints from people who were refused access to your parks, playgrounds, pools or recreation centers because staff did not know how to handle the situation appropriately? Bringing a service or support animal into a public place, including parks, playgrounds, pools or recreation centers is a civil right, but many people try to take advantage of this right by passing their pets off as service or emotional support animals. What can staff do to ensure that they are only allowing legitimate service or support animals in their facilities? Come to this fun, interactive speed session to learn the ins and outs of the laws governing service and support animals, and what you can do to manage them in your facilities. Attendees will be able to take this training back to their agencies, to use to train their staff!

Learning Objectives:

  1. Attendees will be able to recite the laws governing service and emotional support animals in recreation facilities 
  2. Attendees will be able to access important information regarding service and support animals, useful in educating recreation staff and the public
  3. Attendees will learn how to use materials from the session to train the staff at their agencies

Lucas Tobin

Recreation Supervisor and ADA Coordinator/Lecturer Faculty

Lucas Tobin is a Certified Parks and Recreation Professional, serving as San Francisco Recreation and Park’s Supervisor for Therapeutic Recreation and Inclusion Services and ADA Coordinator for Programmatic Access. In addition, Mr. Tobin is a Lecturer Faculty for the recreation, parks and tourism department at San Francisco State University and is a board member for BORP Adaptive Recreation and Sports, focused on sports and recreation for people with physical disabilities. Mr. Tobin received his master’s degree in Kinesiology from San Francisco State and is fluent in American Sign Language. Living in Berkeley, California, with his wife and two sons, Mr. Tobin believes that recreation is the stuff that makes life good and has spent more than three decades working to remove barriers to recreation faced by people who have limited access.
