Tiffany White is a native of Chicago, currently residing in the Dallas-Fort Worth area of Texas. She has spent a great majority of her life participating in, volunteering for, and working in parks and recreation. White has held a variety of roles throughout her career across the country having served in the commercial, not-for-profit and public recreation sectors. 

White became a Certified Park and Recreation Professional in May of 2015, opening an opportunity to serve on the Job Task Analysis Committee and the National Certification Board (NCB) in the same year. She is serving in the last year of her second term as chair on the NCB. White plans to sit for the Certified Park and Recreation Executive (CPRE) exam this spring. 

Molly Sullivan

As certification manager at the National Recreation and Park Association (NRPA), Molly Sullivan manages all aspects of the Certified Park and Recreation Professional (CPRP) and the Certified Park and Recreation Executive Certification (CPRE) programs. Prior to coming to NRPA, Sullivan volunteered for and worked at various historical and agricultural parks in Northern Virginia, where she developed an interest in gardening that she continues to nurture today.

Sandy Kellogg, MSOL, AqP, AFOi, CPP

Sandy Kellogg has been working in aquatics for twelve years, guarding from the chair, teaching from the deck, leading the lifeguards and managing an indoor aquatic venue. Along the way she earned her MSOL and became a CPP, WSI, AFOi, EA guard and instructor and an AqP. She has spoken around the country at many conferences on many topics.

Maureen Neumann is a Program Manager for the National Recreation and Park Association. As a part of the Health and Wellness team, she focuses on healthy out-of-school time programming and inclusive practices in parks and recreation. 

Troy Houtman, CPRE

Troy Houtman is the City of Wichita Park & Recreation Director and started in November of 2014. Troy brings over 30 years of experience to the job with previous working locations at the City of San Antonio and the City of Austin.  His background includes working in many areas of Parks and Recreation to include aquatics, youth and adult sports, golf, park maintenance, CIP projects, and general recreation programming.  Specifically, the depth of his experience involves development of partnerships, contract development, park development, budget management and employee development.

Troy has attended the National Recreation & Parks Association Directors School and holds a certificate as a Certified Public Manager from the state of Texas and Certified Parks and Recreation Executive from the National Recreation & Parks Association and is a member of the American Academy for Park & Recreation Administration. In 2016 his agency, Wichita Park & Recreation Department became one of 172 CAPRA accredited agencies.  Troy also serves on the CAPRA Commission since 2019.  
    
Several mentors have had a huge impact on Troy’s management style and desire to become a Parks & Recreation Director. These influences have shaped his vision of public service and the passion for delivering quality service to the community.  It is his belief that local government is the most important tool for creating and providing a high quality of life for its citizens. The function of the Park and Recreation Department is to enhance these opportunities and further develop pride in the community. The Park and Recreation Department is the most important department for outreach and cooperation with Wichita residents in order to achieve their vision of what the community should be and what programs should be offered.  

His goals include more exposure for the department, more partnerships, more interaction with the community, more programs offered, upgrades to parks and park amenities.  All of these contribute toward the departmental goal of enhancing the quality of life in Wichita.

Jennifer G. Schleining, CAPRA Accreditation Manager for the National Recreation and Park Association, oversees the strategic direction and day to day operations for the CAPRA Accreditation Program including management of the accreditation process for agencies and related educational programming.  She has a Bachelor of Arts degree in Art History with a minor in Classical Studies from the University of North Carolina at Greensboro, a Master of Arts degree in Curatorial Studies and Art in Contemporary Culture from Bard College, Center for Curatorial Studies and a Certificate in Meeting and Event Planning from the University of North Carolina at Charlotte, Continuing Education Department. Prior to NRPA Jennifer served for 5 years as a Credentialing Services Specialist for the American Society of Appraisers.  Prior to that she held various fundraising and development positions for organizations including The Corcoran Gallery of Art, the National Association for Music Education (NAfME), Give a Note Foundation, Tudor Place Historic Home and Garden and The Madeira School. 

Dr. Gregory Wm. Branch, MD, MBA, CPE, FACP

Dr. Gregory Wm. Branch is the Director of Health and Human Services and Health Officer for Baltimore County.  A native of New York City, Dr. Branch graduated Magna Cum Laude from the State University of New York at Buffalo School of Medicine and Biomedical Sciences.  He completed his training at the Johns Hopkins Hospital in the William Osler Internal Medicine Residency Program.

Nationally recognized as a Certified Physician Executive, Dr. Branch earned the Masters of Business Administration degree from the University of Baltimore Merrick School Of Business.  He is currently on the faculty at the Johns Hopkins School of Medicine and School of Public Health, and is an Adjunct Professor in the Department of Epidemiology and Public Health at the University of Maryland, Baltimore.  Dr. Branch has practiced medicine for over 30 years.

Dr. Wilbur H. Chen, MD, MS, FACP, FIDSA

University of Maryland School of Medicine (UMSOM), Chief of the Adult Clinical Studies section within the Center for Vaccine Development and Global Health (CVD, an organized research center of UMSOM), and Director of the University of Maryland, Baltimore

Dr. Chen is an adult infectious disease physician-scientist with a specific interest in clinical vaccinology.  He is Professor of Medicine at the University of Maryland School of Medicine (UMSOM), Chief of the Adult Clinical Studies section within the Center for Vaccine Development and Global Health (CVD, an organized research center of UMSOM), and Director of the University of Maryland, Baltimore (UMB) Travel Medicine Practice.

His research career has been focused on developing vaccines against pathogens of global health importance.  Dr. Chen is active investigator within the NIAID-supported Vaccine and Treatment Evaluation Unit (VTEU) network, which is responsible for conducting high-priority vaccine trials for the government.  He has been a principal investigator on a number of vaccine trials, spanning influenza viruses (Seasonal, Pandemic 2009 H1N1, Avian H5N1, and Avian H7N9 influenza), agents of bioterror (Tularemia and Staphylococcal enterotoxin B), and enteric  pathogens (typhoid, cholera and enterotoxigenic E. coli).  He has funding support from NIH, CDC, DARPA, the Bill & Melinda Gates Foundation, the Wellcome Trust, and PATH (an international nonprofit research organization).

Dr. Chen is the recipient of many service and teaching awards and was elected Fellow in the American College of Physicians (FACP) and the Infectious Diseases Society of America (FIDSA).  He serves on a number of advisory capacities, including as core member of the NIAID Data & Safety Monitoring Board (DSMB), incoming voting member of the CDC Advisory Committee on Immunization Practices (ACIP), and member of the organizing committee of the National Foundation for Infectious Disease (NFID) annual Clinical Vaccinology Course.

During the 2009 H1N1 pandemic, Dr. Chen was the principal investigator of the NIAID-sponsored national H1N1 vaccine trials.  Within the present COVID-19 pandemic, Dr. Chen is serving as a member of Gov. Larry Hogan’s COVID-19 Task Force, co-leading the Maryland Department of Health (MDH) state-wide serological surveillance program of COVID-19, and is co-principal investigator of a CDC-funded COVID-19 syndromic surveillance program which is being implemented through the University of Maryland Medical System.

Dr. W. Eugene Egerton, MD

Walter Eugene Egerton was born in Raleigh, NC to a Baptist minister and a pre-school teacher. After graduating from the Raleigh public school system he attended the University of North Carolina at Chapel Hill graduating with a degree in Chemistry.  While at UNC, Dr. Egerton had the opportunity to spend a year of study abroad at American University at Cairo, Egypt.  After graduation from UNC School of Medicine, he entered the United States Army Medical Department where he completed a residency in Pediatrics and a fellowship in Adolescent Medicine.  He achieved the rank of Colonel before retiring after 23 years of service.

Dr. W. Eugene (Gene) Egerton joined Delmarva Foundation Medical Director for the Quality Improvement Organizations for the Maryland and the District of Columbia after a distinguished career in the U.S, Army Medical Command.  Among his varied assignments while a medical officer in the U.S. Army, Dr. Egerton served as Assistant Chairman of the Department of Pediatrics at 34th General Hospital, Augsburg, Germany, Consultant to the 7th Medical Command in Adolescent Medicine, Brigade Surgeon, U.S. Corps of Cadets, United States Military Academy at West Point, and Chief of Staff at Keller Army Hospital at West Point, NY. He also served as medical officer for the Orange County Health Department in Newburgh, NY. His career culminated with his assignment as Commander of Kirk U.S. Army Health Clinic at Aberdeen Proving Grounds (APG) where he also held the position of Director of Health Services for APG and as inaugural Program Director for the Population Health Outcomes Program of the Army’s Center for Health Promotion and Preventive Medicine where he was primarily responsible for overseeing the Army’s population health initiatives and most notably overseeing the Pentagon Post-Disaster Health Assessment after the events of September 11, 2001.

Dr. Egerton is Board-certified in Pediatrics and is a fellow in the American Academy of Pediatrics, a member of the Society of Adolescent Medicine and the American Medical Association.  He is a member of the Order of Military Medical Merit and has been awarded the Legion of Merit with Oak Leaf Cluster by the U.S. Army.  His honors include the Omega Psi Phi Man of the Year by Phi Nu Chapter in Peekskill, NY, the D.C. Hospital Association’s Patient Safety Award, the Verizon Community Innovator Award and the Harvey E. Beech Outstanding Alumni Award by the University of North Carolina-Chapel Hill.  He has held positions as Chief Medical Officer, Family Health Centers of Baltimore and Physician Advisor and Medical Director for Employee Health for St. Agnes Hospital, Baltimore MD and Chief Medical Officer at the University of Maryland Medical Center Midtown Campus (formerly Maryland General Hospital).  He is currently serving as Chief Medical Officer, Saint Agnes Medical Center in Fresno, CA, Trinity Health’s only facility in that state.  He is a Life Member of Omega Psi Phi Fraternity, Inc.

He is married to Dr. Deborah Threadgill Egerton, a psychologist.  They have three children and seven grandchildren.

Tamara Maze Gallman

Tamara has a long career in public health with extensive experience in the areas of partnership development, engagement, health communication, marketing strategy and strategic planning.   Her public health career began at the National Cancer Institute as a health communications fellow.  In 2004, she graduated from Johns Hopkins University with a Master of Science in Marketing and was accepted into the prestigious Presidential Management Fellowship program.  In 2004, she accepted a position as a fellow at the Centers for Disease Control and Prevention (CDC).  She remained with the agency for seven years in various health communication positions including launching the agency’s first partnership communication office in the CDC’s Division of Strategic Partnerships.

In 2011, she continued her public health career at the Food and Drug Administration’s, Center of Tobacco Products.  Her current position is as Senior Advisor, Partnership in the Office of Health Communication and Education.  She provides leadership and management on the Center’s stakeholder engagement and communication. 

After a devastating accident in 2011, Tamara became paralyzed and embraced life as a staunch advocate of disability rights.  Tamara merged her professional experience and personal passion to achieve equity for persons with disabilities.  In 2016, she launched a 501c3 community-based nonprofit organization, Disability Partnerships.  The mission of the organization is to improve the quality of life for persons with physical disabilities.  The organization has a focus on health and wellness, affordable accessible housing and economic empowerment.

Barbara Heller

Barbara Heller is a Senior Consultant/Practice Lead for Parks and Recreation with BerryDunn, starting in June 2019.  Previously she was President of Heller and Heller Consulting, LLC, a management consulting firm specializing in state and local government, primarily in the parks and recreation industry.  Her areas of specialty include: strategic planning, master planning, service quality assessments, operational/organizational reviews, leadership development, facilitation of public input processes, and staff training with clients all over the United States. 

She has additional consulting experience with Sasaki Associates and PROS Consulting and has been performing client focused consulting engagements for 13 years. 

Previous to consulting experience, Barbara spent over 30 years working at the local government level with a variety of park systems.   She was the Executive Director of the Naperville Park District and Elk Grove, Park District, both in Illinois. Heller has held other positions with municipal government organizations in Arlington, TX, Montgomery County, MD and Prince William County, VA.  

Her education background includes a master’s degree in public administration from the American University in Washington, D.C. and a bachelor’s degree from the Pennsylvania State University.  

She has presented at state and national conferences for the last 25 years.

Kelly Moffett

Kelly Moffett is the Senior Education Manager at the National Recreation and Park Association. She currently manages the educational programming for NRPA Annual Conference as well as partner schools, including NRPA Directors School. Previously, Kelly worked at the Global Business Travel Association at which her role progressed over 5+ years from Education Coordinator to Manager of Professional Development, and finally Manager of Global Event Operations. Kelly graduated with a Bachelor of Arts from James Madison University with a major in communication studies and a minor in human resource development.

Jane Miller

Jayne Miller Consulting

Jayne Miller is the CEO and founder of Jayne Miller Consulting where she brings 35+ years of experience leading and managing parks and recreation agencies along with her dedicated work addressing diversity, equity, inclusion, and access in the field over the past 20 years. 

She has served as Chair of World Urban Parks since September 2018 and has been a board member since the inception of World Urban Parks in 2015.  She has helped lead the organization’s growth with fellow board members and the organization’s CEO and Secretariat.

From February 2018 – October 2020, Jayne served as President and CEO of the Pittsburgh Parks Conservancy (PPC), the non-profit partner to the City of Pittsburgh. During 2018 and 2019, Jayne lead the Conservancy’s work on the Restoring Pittsburgh Parks Initiative including the development of The Parks Plan, a long-term equitable investment strategy for the Pittsburgh Parks System, and the successful parks referendum on the November 2019 ballot, dedicating an additional $10M a year to Pittsburgh Parks for implementing The Parks Plan.  

Prior to her time in Pittsburgh, Jayne served as the Superintendent of the nationally renowned and CAPRA accredited Minneapolis Park and Recreation Board (MPRB), November 2010 – February 2018. Under Jayne’s leadership the MPRB was recognized by the Trust for Public Land as the #1 Park System six years running, 2013-2018, and as a National Gold Medal Award Finalist three years, 2016-2018.  Jayne successfully led the organization’s efforts in developing and implementing equitable investment strategies for all MPRB capital & rehabilitation projects, recreation center funding, and an organization-wide Racial Equity Action Plan to address racial and economic equity needs across the park system.  In 2015 and 2016 Jayne championed and led the organization’s efforts developing and implementing the 20-Year Neighborhood Park Plan, 20-year equitable re-investment plan for the park system’s 160 neighborhood parks, and securing $11M annually for 20 years to implement the 20-Year Neighborhood Park Plan. 

Under Jayne’s leadership, the PPC and the MPRB have been recognized for their work on social equity.  The Pittsburgh Parks Conservancy is the recipient of the National Recreation and Park Association’s 2020 Innovation in Social Equity Award and the Pennsylvania Recreation and Park Society’s 2020 Award of Excellence for the Restoring Pittsburgh Parks Initiative. The MPRB received the Minnesota Recreation and Park Association’s 2017 Award of Excellence for the 20-Year Neighborhood Park Plan.

Jayne also serves on the board of City Parks Alliance, is a board member and faculty with the Indiana University Executive Development Program, and is Chair of World Urban Parks.  She also is a CAPRA Commissioner, Director of the Park Foundation School, and an American Academy of Park and Recreation Administration Fellow.
